The exit USEREXIT_SAVE_DOCUMENT_PREPARE, is used at the time of saving a sales order, its not releavent at the time of pgi, as the delivery transaction is totally different, [PGI],happes at this stage.
userexit_lips-koqui_determine seems to be the best place to use or check the pgi faileur, warning: just dont go by my saying, first check exactly in the program, what u need to execute at what time.
